A master joins a UK-flag, 140 GT, 69 NT passenger ferry on a UK domestic service and finds that none of the crew are on a Crew Agreement. Is this permitted?

Yes. Since the ship is of less than 80 net tonnage and operates on coastal voyages, she is exempt from the requirement to have a Crew Agreement. All crew should, however, be listed on a List of Crew for Exempted Seamen (ALC 1 (b)).
