A UK ship is outside UK controlled waters. Who must a report of an accident or incident be sent to?

Where the event is a threat to the UK coastline or a related interest of the UK, a report must be sent to the HM Coastguard MRCC responsible for the area in which it occurred.

Where the event is a threat to the coastline, or a related interest of another State (country), the report must be sent to the State in question. Reporting requirements of other EU countries will be found in Admiralty List of Radio Signals (ALRS), Volume 6.
