In what circumstances does SOLAS require more than one steering gear power unit to be in operation?

SOLAS Regulation V/25 (Operation of main source of electrical power and steering gear) provides that in areas where navigation demands special caution, ships must have more than one steering gear power unit in operation when such units are capable of simultaneous operation.
