At and from

At and from. This expression in a voyage policy implies that where a ship or cargo is insured β€œat and from” a particular port and she arrives in the port safely with the intention of proceeding on the insured voyage when the contract is concluded, the risk attaches immediately.

If the vessel is not in the port when the contract is concluded, the risk attaches as soon as she arrives there safely and, unless the policy provides otherwise, it is immaterial whether she is- covered by another policy for a specified time after arrival. If the policy defines β€œfrom” a certain port, the insurance would not be effective until the ship actually sails from the port in question. A time policy accurately defines the time when the risk attaches, e.g., 18 September midnight, so that no misunderstanding can arise.
