Must an offshore supply vessel have a Dangerous Goods Document of Compliance?

Yes, if she is of 500 GT or more and was built on or after 1 September 1984. The MCA recommends in MGN 282 that all OSVs operating on the UK Continental Shelf obtain a DG DOC, regardless of size or date of build.
