In the world of USCG and AMSA “fresh water of unit density” where FW A applies is “pure fresh water” i.e. FW of various densities e.g. pure water of density = 0.9954 T/m3 in Panama Canal. In the rest of the world FW is water of unit density = unit mass per unit volume = 1 T/m3 = 1 g/cm3, while water of density = 0.9954 T/m3 is dock water where DWA = 1.184 * FW applies.
