What are the master’s basic obligations under The Merchant Shipping (Entry into Dangerous Spaces) Regulations?

To ensure that: 

(1) except when necessary for entry, all entrances to unattended dangerous spaces are either kept closed or otherwise secured against entry; (2) all procedures for ensuring safe entry and working in dangerous spaces are observed on board; and (3) full account is taken of the principles and guidance in the Code of Safe Working Practices for Merchant Seamen.
