What conditions must be met before a person may order the commencement of loading of grain into a ship in the UK?

(1) The ship must have on board a document of authorisation; 

or (2) the master has demonstrated to the satisfaction of the certifying authority that the ship will, in its proposed loading condition, comply with the requirements of the International Grain Code and has obtained a document to this effect signed by a surveyor or a certifying authority.
