What does a Passenger Certificate show?

It indicates compliance with the Merchant Shipping Acts, and states: (1) the limits (if any) beyond which the ship is not fit to ply; (2) the number of passengers which the ship is fit to carry; and (3) any condition with which the ship must comply.
