What does section 100 of the Merchant Shipping Act 1995 provide?

That it will be the duty of the owner of a UK ship (or any other ship in UK waters proceeding to or from a UK port) to take all reasonable steps to secure that the ship is operated in a safe manner. (This does not apply where the ship is proceeding to or from the UK port due to weather conditions.)
