Surveyors appointed or authorised by the MCA for the purposes of exercising control procedures under MARPOL Annex II (which covers noxious liquid substances carried in bulk).
Their chief duties are to attend the completion of unloading of Annex II substances and verify that the prewash has been conducted, where required, in accordance with The Merchant Shipping (Dangerous or Noxious Liquid Substances in Bulk) Regulations and the ship’s Procedures and Arrangements Manual. They may endorse the ship’s Cargo Record Book but may only exempt ships from The Merchant Shipping (Dangerous or Noxious Liquid Substances in Bulk) Regulations in certain specified circumstances.
