Why is there no space for a “Signature of seaman on engagement” on form ALC 1(b) as there is on form ALC 1(a)?

Because personnel on ALC 1 (b) are not parties to a Crew Agreement and therefore do not have to sign to indicate their agreement to be employed on its terms.

Why should the master’s details be entered on form ALC 1(b)?

Which seamen are “exempted under Section 25(5) of the Merchant Shipping Act 1995 from the requirement to sign a Crew Agreement”, as mentioned on ALC 1(b)?
