Why is there no space for a “Signature of seaman on engagement” on form ALC 1(b) as there is on form ALC 1(a)?

Because personnel on ALC 1 (b) are not parties to a Crew Agreement and therefore do not have to sign to indicate their agreement to be employed on its terms.
