Why should a seaman not be drunk when off duty? Why caution the man in the above case?

Every crew member with duties listed on a muster list should be able to perform his or her emergency duties at any time, whether at sea or in port. If one seaman needs the assistance of another to reach a survival craft, it means that two people will not be able to perform their emergency duties.
