A conflict between a safety requirement and a security requirement arises. Which takes precedence?

The safety requirement. SOLAS regulation XI-2/8.2 provides as follows: “If, in the professional judgement of the master, a conflict between any safety and security requirements applicable to the ship arises during its operations, the master must give effect to those requirements necessary to maintain the safety of the ship. In such cases, the master may implement temporary security measures and must inform the flag State Administration and, if appropriate, the port State.”
