For what offences can a shipmaster be fined up to £25, 000 on summary conviction in a UK court?

(1) Discharge of NLS into the sea except where permitted by Schedule 2 to MSN 1703/NLS1; 

and (2) failure to wash or prewash and deal with tank washings as prescribed in Schedule 2 to MSN 1703/NLS1. (Under The Merchant Shipping (Prevention of Pollution by Garbage) Regulations 1998 there was also a £25, 000 fine for illegal garbage disposal; under The Merchant Shipping (Sewage and Garbage) Regulations 2008 (which revoke the 1998 Regulations) the maximum fine on summary conviction for garbage pollution is reduced to £5, 000.)
