How can it be verified that an item of equipment on a UK ship complies with The Merchant Shipping (Marine Equipment) Regulations?

The EC mark of conformity (a ship’s wheel symbol) should be on the equipment, or on a data plate attached to it.

If that is impossible it may be on the packaging, or on a label attached to the equipment or its packaging, or on an accompanying leaflet. The mark will be followed by the identification symbol and number of the EC Notified Body (if that body carried out the EC conformity-assessment procedure in the production control phase) and by the last two digits of the year in which the mark was affixed, e. g. “99”.
