In which waters may UK merchant shipping law be applied to foreign merchant ships and their crews?

In UK internal waters (i. e. waters inside UK territorial sea baselines, such as estuaries, rivers, lochs and lakes) and in the UK territorial sea (which extends 12 miles offshore). Pollution law also applies in the UK pollution control zone and, under The Merchant Shipping (Prevention of Pollution) (Intervention) (Foreign Ships) Order 1997 (SI 1997/2568), outside the pollution control zone if there is a grave and imminent threat of pollution.
