Yes, under a Food and Environment Protection Act 1985 (FEPA) licence obtainable from the Marine Management Organisation (MMO). However, to avoid risks to the environment and distress to families, MMO recommends the scattering of cremation ashes at sea, which can be undertaken anywhere at sea without a FEPA licence.
