What is a war zone, and which body designates areas as war zones?

A war zone is a geographical zone declared by marine insurers to be an area of increased risk (to hulls) due to war, strikes, terrorism and related perils (which include piracy). For the benefit of the London insurance market, the Joint War Committee (JWC) periodically updates a list called the Hull War, Strikes, Terrorism and Related Perils – Listed Areas.
