Paragraph 2. 4. 13. 8 states that “Application for exemption should be made by the owner / managers to Seafarer Training and Certification Branch (STCB) where the matter will be considered. If the request is agreed to, then permission to operate short-handed will normally take the form of an exemption from UK Regulations (MSF1000) “.
