In what circumstances will an Administration cancel an International Load Line Certificate?

(1) When material alterations have been made in the hull or structural strength such as would necessitate assignment of an increased freeboard;

 (2) when fittings and appliances are not maintained in an effective condition; (3) when the certificate is not endorsed to show the vessel has been inspected in annual surveys (or periodical inspections); or (4) when the structural strength of the vessel is lowered to such an extent that she is unsafe.
