(1) When material alterations have been made in the hull or structural strength such as would necessitate assignment of an increased freeboard;

Β (2) when fittings and appliances are not maintained in an effective condition; (3) when the certificate is not endorsed to show the vessel has been inspected in annual surveys (or periodical inspections); or (4) when the structural strength of the vessel is lowered to such an extent that she is unsafe.
