To whom (or what) does a shipmaster owe a duty of care?

(1) The owners, for the care of their ship; 

(2) the shippers of goods carried by the ship; (3) crew members (for their health, safety and well-being); (4) passengers, for their safety; (5) the environment (for its protection from pollution); (6) persons such as stevedores, surveyors, pilots, agents and suppliers, who have business on board the ship.
