What would be an example of a situation where a Port State Control Officer would have the authority to check a specific section of the ship security plan?

If the identity of the Port State Control Officer (PSCO), when boarding, was not checked by a member of the ship’s crew. In that case, the PSCO would have limited access to the specific section of the ship security plan covering access to the ship and identification of visitors.
