Not unless his vessel is in a position of imminent peril and there is no time to contact the owners. 

If conditions are such that there is adequate time (e. g. in fine weather, with favourable current, lack of traffic, etc. ), the master should contact the owners, since they may be able to negotiate cheaper terms with a local towage company. (There may be adequate tugs in a nearby harbour.)
