Following the “Costa Concordia” casualty in January 2012, what interim safety measure regarding passenger musters was recommended by the IMO Maritime Safety Committee (MSC)?

On a ship engaged on a voyage where passengers are scheduled to be on board for more than 24 hours, it is recommended that the muster of newly-embarked passengers should take place prior to the departure at every port of embarkation.

Β In cases where new passengers arrive after the above muster has been completed, they should be promptly provided with individual or group safety briefings. (MSC. 1/Circ. 1446) An amendment to SOLAS which would make this recommendation mandatory is expected to be adopted by the Maritime Safety Committee in June 2013 and to enter into force in 2014.
