If a bill of lading is basically a receipt issued by the ship for cargo loaded, are time charterers’ agents allowed to sign bills of lading?

As the master is under the time charterer’s orders regarding employment and agency, the charterer’s agents have the right to sign bills of lading on behalf of the master, and the master is usually required to sign a form permitting agents to do this.
