In a cargo shipping context, who is the notify party?

The party whom the carrier has to notify when the goods have arrived at the discharge port, so that collection from the carrier (legally called delivery) can be arranged.Β 

Ships’ agents at discharge ports have to send Arrival Notification Forms to these parties, who are called receivers. Their name and address must appear on a bill of lading or sea waybill. Often the notify party/receiver is, in fact, the consignee.
