In relation to the SMS, what is an observation?

The ISM Code definition is “a statement of fact made during a safety management audit and substantiated by objective evidence”. 

Examples are: (1) that maintenance of a ship’s critical systems and equipment should be given priority in the planned maintenance system over other maintenance; (2) that faded or stained safety notices need renewing; (3) that items of newly-fitted bridge equipment should be added to the pre-departure checklist.
