Is any international law on ballast water management in force?

No.

An International Convention for the Control of Ships’ Ballast Water and Sediments (the BWM Convention), adopted in 2004, will enter into force after ratification by 30 States with 35% of world gross tonnage. At 2 January 2013 it had 36 Contracting States with 29. 07% of world gross tonnage.
