Two sets of Passenger Ship Construction Regulations apply to different classes of UK passenger ship. What are these Regulations?

The Merchant Shipping (Passenger Ship Construction: Ships of Classes I, II and II(A)) Regulations 1998 and The Merchant Shipping (Passenger Ship Construction: Ships of Classes III to VI(A)) Regulations 1998. (They consolidated and revoked many old regulations concerning passenger ship construction, survey and stability, and also revoked the Anchors and Chain Cables Rules.)
