Under The Public Health (Ships) Regulations, can an authorized officer detain a ship which has arrived at a UK port?

Yes. An authorized officer has powers to order an infected ship, suspected ship or ship on which there has been a case of plague, cholera, yellow fever or smallpox in the last 4 weeks, to a mooring station for inspection by a medical officer.
