What are the employer’s obligations under The Merchant Shipping (Means of Access) Regulations?

Broadly to comply with the same requirements as the master;Β 

and also to ensure that (1) a gangway is carried in every ship of 30 metres or more registered length, appropriate to the deck layout, size, shape and maximum freeboard, complying with the specifications in the Code of Safe Working Practices for Merchant Seamen; and (2) an accommodation ladder is carried in a ship of 120 metres or more registered length, appropriate to deck layout, size, shape and maximum freeboard, complying with the specifications in the Code of Safe Working Practices for Merchant Seamen.
