What are the obligations of the owner and the master under The Merchant Shipping (Carriage of Cargoes) Regulations with respect to carriage on board of cargo documentation in a ship not carrying grain?

They must ensure that appropriate documentation, relevant to the cargo and its stowage and securing, which should specify in particular the precautions necessary for the safe carriage of that cargo, is carried on board. 

This may consist of one or more of: (1) the IMO Code of Safe Practice for Cargo Stowage and Securing (CSS Code); (2) the IMO Code of Safe Practice for Ships Carrying Timber Deck Cargoes (TDC Code); or (3) (from 1 January 2011) the International Maritime Solid Bulk Cargoes Code (IMSBC Code).
