What are the statutory obligations of the master of a UK ship regarding the keeping of a watch in port?

Under The Merchant Shipping (Safe Manning, Hours of Work and Watchkeeping) Regulations, if the ship is safely moored or safely at anchor in port, the master must arrange for an appropriate and effective watch to be maintained for the purposes of safety. The watch arrangements must comply with Chapter VIII of the STCW Code.
