What do The Merchant Shipping (Hours of Work) Regulations say about exceptions being permitted to the limits on minimum hours of rest?

The MCA may authorise a collective agreement or a workforce agreement permitting exceptions to the minimum hours of rest limits and the restrictions on dividing rest into periods. 

Such exceptions may take account of more frequent or longer leave periods, or the granting of compensatory leave for watchkeepers or seafarers working on ships making short voyages. If such an agreement exists, it must be carried on board in an easily accessible place.
