What is a Declaration of Security?

An agreement reached between a ship and either a port facility or another ship with which it interfaces specifying the security measures each will implement. 

(SOLAS reg. XI-1/1) A Declaration of Security identifies the security activities or measures that each party will undertake or implement in specified circumstances to ensure compliance with Part A of the ISPS Code. It provides a means for ensuring that all shared security concerns are fully addressed throughout the ship/port interface. The Declaration of Security must contain the information set out in the form in Appendix 1 of Part B of the ISPS Code.
