What is the purpose of the Civil Liability Convention 1992?

To ensure that adequate compensation is available to persons who suffer damage caused by pollution resulting from the escape or discharge of oil from ships. The Convention applies exclusively to pollution damage caused on the territory including the territorial sea of a Contracting State and to preventive measures taken to prevent or minimize such damage.
