What provisions are made in The Merchant Shipping (Hours of Work) Regulations for exceptions from the rest requirements in emergencies?

The master may require a seafarer to work any hours of work necessary for the immediate safety of the ship or persons on board or cargo or for the purpose of giving assistance to another ship or to a person in distress at sea. 

For these purposes, the master may suspend the scheduled hours of rest and require a seafarer to perform any hours of work necessary until the normal situation has been restored. As soon as practicable after this, the master must ensure that a seafarer who has worked in his scheduled hours of rest is given an adequate (compensatory) rest period.
