Which international convention deals with ballast water management, and is it in force?

The International Convention for the Control and Management of Ships’ Ballast Water and Sediments, 2004, also called the BWM Convention. At 31 January 2013 it was not in force. (Although 36 States had agreed to be bound by it (6 more than required for entry into force), their aggregate world merchant ship tonnage (29. 07%) was less than the 35% required.
