Who is defined as a “seafarer” under The Merchant Shipping (Hours of Work) Regulations?

Any person, including a master, who is employed or engaged in any capacity on board a ship, on the business of the ship. It does not include persons who are training in a sail training vessel or persons who are not engaged in the navigation of, or have no emergency safety responsibilities on, such a vessel.
