Whose responsibility is it to set the security level for UK ships?

SOLAS regulation XI-2/3. 1 requires flag State Administrations to set security levels and ensure security level information to ships entitled to fly their flag. Department for Transport Maritime Security (formerly known as TRANSEC) sets the current security level for all UK ships.
