Has the cargo been delivered once it has been discharged?

Not necessarily.

The cargo may lie in a terminal, e. g. a stockyard, tank farm, car parking lot, container compound, etc. and still be in the carrier’s constructive possession. Goods are not legally delivered until they are handed over to the consignee or his receiver.

How can the shipowners ensure (on paper at least) that they are paid freight before delivering the cargo at the discharge port?

Who must the cargo be delivered to?
