It must identify all foreseeable emergency situations.
For each situation it must establish emergency procedures. It must also provide decision support to the master for handling any combination of the emergency situations identified. It must have a uniform structure and be clear and easy to understand in accordance with MGN 71. Where applicable the plan must use the actual loading condition as calculated for the ship’s voyage stability for damage control purposes.
