Which vessels require a UK Air Pollution Prevention Certificate, and from what date?

(1) Floating platforms (drilling rigs, accommodation platforms, etc. ) not engaged in voyages to waters under the sovereignty or jurisdiction of a Contracting Government other than the UK; 

and 2) any other UK ship of 400 GT or above not engaged in voyages to a port or offshore terminal under the jurisdiction of a Contracting Government other than the UK, from 8 December 2008 (when The Merchant Shipping (Prevention of Air Pollution from Ships) Regulations 2008 came into force).
