Can a Court of Formal Investigation order a ship’s officer to attend as a witness?

Yes. The Magistrates’ Courts Act 1952 (which compels the attendance of witnesses and production of evidence) applies to a Formal Investigation as if it were a magistrate’s court, or in Scotland, a sheriff court.
