Is a passenger muster required after passengers join a UK ship?

Yes. The Merchant Shipping (Musters, Training and Decision Support Systems) Regulations 1999 (SI 1999/2722) (which are explained in MGN 71) provide that on any ship carrying passengers where the passengers are scheduled to be on board for more than 24 hours, a muster of the passengers must take place within 24 hours of their embarkation.
