What are the penalties for breach of The Merchant Shipping (Survey and Certification) Regulations?

If a ship proceeds or attempts to proceed to sea on a voyage or excursion without complying with the Regulations, the owner and master will each be guilty of an offence and liable on summary conviction to a fine not exceeding the statutory maximum (£5, 000) or on conviction on indictment to imprisonment for not more than 2 years, or a fine, or both.
