What are the rules in the revised MARPOL Annex V for the discharge outside special areas of food wastes that have been passed through a comminuter or grinder?

Food wastes which have been passed through a comminuter or grinder may be discharged outside a special area as far as practicable but in no case less than 3 nautical miles from the nearest land, while the ship is en route. Such comminuted or ground food wastes must be capable of passing through a screen with openings no greater than 25 mm.
