What are the SOLAS requirements relating to provision of an emergency towing procedure on board ships?

SOLAS chapter II/1 regulation 3-4 requires all passenger ships and all cargo ships of 500 GT or more to be provided with a ship-specific emergency towing procedure which must be carried on board for use in emergency situations and must be based on existing arrangements and equipment available on board. IMO guidelines for owners/operators on preparing emergency towing procedures were published in MSC.1/Circ.1255.
